Geo-targeting

Pick the consent mode by visitor country or region.

By default every visitor gets the opt-in banner. On the Geo-targeting page you can set a different default and add rules that switch specific countries, regions, or all EEA visitors to another mode.

Modes

  • Opt-in — the banner is shown and non-essential scripts wait for consent (GDPR).
  • Opt-out — scripts run straight away and the banner lets visitors opt out (CCPA-style).
  • Notice — scripts run straight away; the banner informs and visitors can still change their choice.
  • Off — no banner; every category is allowed.

How the mode is chosen

Rules are checked top to bottom and the first match wins; within a rule every filled-in field must match. When a site has rules, the loader asks the API for the visitor's mode on each visit without a stored choice. The location comes from your edge's country header (Cloudflare's CF-IPCountry), never from the browser, and a visitor whose location is unknown gets the default mode. EEA means the EU plus Iceland, Liechtenstein and Norway; the UK and Switzerland need their own rules. Region rules need an edge that forwards a region header.

What visitors keep

A choice a visitor has made is always honoured, whatever their region. Under opt-out, notice or off nothing is stored until the visitor decides, and Respect Global Privacy Control still opts GPC browsers out first. Turning a category off later deletes its known cookies and, with reloadOnWithdraw, reloads the page so scripts that already ran stop.
